Energy renovation subsidies in Geneva

In Geneva, two funders pay out energy renovation subsidies: the canton, through its energy office OCEN, and SIG-éco21. The federal Buildings Programme co-finances the cantonal grants and provides the platform on which they are filed — it is not a third window. This dossier sets out the framework: who pays what, through which channel, and which deadlines to respect so you do not lose your entitlement. Two funders, one platform

In Geneva, energy renovation subsidies are organised under the common label GEnergie. Two funders pay out: the cantonal energy office OCEN for the cantonal grants, and SIG-éco21 (Geneva's utility company). The federal Buildings Programme, by contrast, is not a third window you apply to as well: it co-finances the cantonal grants and provides the national platform on which they are filed. An energy renovation in Geneva does not hinge on a single grant. What maximises public support is the right combination of the measures with one another and of the two funders that pay out — and an application filed before the first hammer blow.

CECB, HPE and THPE: the levels that unlock entitlements

The largest grants in Geneva require certified performance levels to be reached. Two frameworks coexist: the CECB (cantonal building energy certificate), the Swiss reference standard, and the HPE/THPE labels (high and very high energy performance) defined by Geneva's energy act (LEn, L 2 30).

CECB and CECB Plus: what is the difference? The standard CECB rates the building envelope on an A to G scale. The CECB Plus adds a rating of overall energy efficiency (systems included), which some of the larger grants require. In renovation, an envelope rating of C or B is generally the minimum threshold for HPE grants, B or A for THPE.

The IDC heat consumption index as a trigger for obligations, not for grants

The IDC (heat consumption index) is separate from the subsidy system. It is a regulatory monitoring tool: when a building exceeds certain thresholds, the owner is required first to commission an audit and then to carry out works. It does not directly trigger grants, but it makes a strategy urgent — and in that strategy subsidies play a key role.

How to combine the different grants

GEnergie grants can in principle be combined with one another, which is a strength of the Geneva system compared with other cantons. But combining them is not automatic: it depends on the type of works, the performance level reached, and the order in which the applications are built.

General principle: one project, several funders For a façade renovation reaching the HPE label, an OCEN grant (envelope) and a SIG-éco21 top-up (if electrical measures are included) can be combined. If the renovation gains at least 2 CECB classes, the M-10 whole-building improvement bonus — also paid by the OCEN — comes into play, and how it fits with the individual measures is settled before filing. Assembling such a multi-source application requires upstream coordination — one of the points on which NRG positive advises.

Subsidies or the projected charge reduction: in Geneva you have to choose

A well-conducted energy renovation generates a foreseeable reduction in tenant charges (BPC), which the landlord may claim as a rent increase supplement under art. 6 para. 3 and art. 9 para. 6 LDTR. But the GEnergie schedule is explicit: the award of a subsidy definitively excludes the application of that supplement. The Buildings Programme has no column in this table: it pays nothing directly to the Geneva owner, it co-finances the grants in the OCEN column and opens no separate application. This table is indicative. The conditions for combining grants may change as the rate schedule is updated. Always check the version in force on ge.ch before filing your application.

The M-15 bonus: overall efficiency in a staged renovation The M-15 bonus (« bonus for overall energy efficiency »), confirmed in the current GEnergie catalogue of measures (ge-energie.ch), rewards staged renovation projects which, by accumulating individual measures (M-01 to M-09), collectively reach an HPE or THPE level. It is particularly relevant for owners renovating over several years for want of an immediate budget. The application timeline: before the works, without exception

The most important rule in the GEnergie system is also the most frequently overlooked: the grant application must be filed before the works begin. Otherwise the grants are lost, with no remedy. This is not a formality — it is a substantive condition.

No subsidy without a prior application. A single day of site work before the file is submitted and the entitlement is extinguished. No retrospective exemption is possible.

Diagnosis and strategy
Reading the building (IDC, envelope, systems). Definition of the target performance level (CECB, HPE, THPE). Identification of all applicable grants and design of the combination logic. This is where the essentials are decided: a poor strategy in phase 1 is paid for dearly in every later phase.
At least 14 days before the site opens
Filing the grant application
The application must be filed at least 14 calendar days before works actually start (source: ge.ch, GEnergie). The file contains: description of the works, signed quotations, plans where necessary, and details of the applicant and of the building (EGID number). During the works
Execution in line with the approved file
The works must match what was approved. Any significant change must be reported to the OCEN before execution. Site inspections may be carried out by the administration or by accredited agents.
Within 24 months (+ 6 months on request)
Completion and final statement
The works must be completed within 24 months of the decision. A 6-month extension is possible on a reasoned request. The final statement — with paid invoices and a completion certificate — triggers payment of the grant.
After handover
Performance certificate (for an HPE/THPE label)
For grants conditional on an HPE or THPE label, a performance certificate issued by a CECB-certified expert is required after the works. That certificate is what confirms eligibility for the higher grant level.

What makes you lose the subsidies — or the performance

The most expensive mistakes with subsidies are not miscalculated amounts but errors of sequence and method. Here are the situations we regularly encounter in files that arrive too late.

Windows replaced before the façade insulation
Windows set into the masonry before external insulation end up badly positioned in the insulated wall, creating thermal bridges and forcing a second replacement. It is a technical AND a financial mistake.

A file returned for completion pushes back the decision date and may delay the site. Check the list of required documents for your type of works before sending.

AMOén budgeted for without checking
The removal of AMOén from the 2026 rates went unnoticed by some client-side advisers and owners. The support remains useful, but has no longer been subsidised through GEnergie since February 2026.

Unplanned partial renovation
Insulating only the roof without an overall plan often leads to disappointing performance and prevents reaching the HPE/THPE levels that unlock the higher grants. Design the complete project, even if execution is staged.

Sub-optimal combination
Many projects leave money on the table by activating only one or two OCEN measures, without exploring the bonuses (M-15, IP-14) or the SIG-éco21 grants. The assembly is more complex but appreciably more advantageous — provided you check the exclusions, of which the rate schedule contains many.

MaPrimeRénov': what to know, and where to check

For owners of property in neighbouring France (Haute-Savoie, Ain), the national scheme is called MaPrimeRénov'. The « rénovation d'ampleur » (whole-house renovation) pathway is the only one that reaches significant funding levels for complete works. No rate or ceiling is reproduced here, deliberately: this scheme has been revised several times since 2024, and a figure copied onto a web page ages badly.

Rates, ceilings on eligible expenditure, capping and combination with the ANAH, energy saving certificates and local authorities: these parameters are set out on france-renov.gouv.fr or can be calculated using the official simulator. What owners ask

GEnergie and the Buildings Programme: one file or two?

One, contrary to a widespread beliefge.ch: cantonal grant applications for measures M-01 to M-18, IP-04 to IP-08 and IP-19 are filed « on the Buildings Programme platform » — a single circuit, not a second window.République et canton de Genève — OCEN — Subvention énergie pour les bâtiments2026-01-27 · accessed 2026-08-24. In Geneva, the federal Buildings Programme is not a separate window you apply to as well: it co-finances the cantonal grants, and its national platform is the entry point for the OCEN's M-01 to M-18 and IP measures. One application, one grant decision, one completion file. What genuinely combines are the measures with one another — and the SIG-éco21 grants, which follow their own circuit.

My building is under condominium ownership: how does the application work?

For a condominium, the grant application for the common parts must in principle be made by the management or collectively by the co-owners. For the privately owned parts (an individual flat), each co-owner may file their own application. The decision to renovate the common parts generally requires a qualified majority at the owners' meeting — build that delay into your schedule.

Is AMOén (client-side energy advisory support) still subsidised?

No — since 1 February 2026, AMOén has been removed from the GEnergie rate schedulePress release of 2 February 2026: « Removal of the AMOén energy client-side advisory grant, having reached the end of its three-year term ». Expert support remains strongly recommended in order to optimise the combination of grants and avoid timing errors, but its cost is no longer covered by the cantonal programme. It can, however, be included in the project agent's fee.

My building has a high IDC but I have not yet received a letter from the OCEN. Should I wait?

No. The OCEN's letter confirms that a threshold has been exceeded — it does not create the obligation, the law does. Waiting for that letter wastes preparation time and risks leaving you under pressure to choose between poor options. Having the building read without delay allows a chosen rather than an imposed renovation strategy, with the grants correctly assembled before the works.

What is the ideal order if I have to spread the works over several years?

The generally recommended sequence is: roof first (the fastest thermal gain, with the solar obligation to factor in), then façades and external walls with external insulation, then windows — taking account of their final position in the insulated wall, which must be decided before installation. Heating systems and ventilation come after, or at the same time as, the envelope. The golden rule: design the whole project from the outset, even if the site work spreads over 5 or 10 years. That is what makes the M-15 bonus achievable and avoids costly mistakes between stages.
